Before this article makes sense, make sure that you have a full and correct set of IFO/BUP and VOB files present in the VIDEO_TS folder Different files contains particular data of the DVD.

IFO files: provide information for DVD player where DVD's chapters start, where certain audio tracks are located, etc.
BUP files: backup copies of IFO files, and only needed if the original IFO on disc gets corrupted.
Actually if you look at the files on a DVD, you will notice that most DVDs have both[jy1] a VIDEO_TS and a empty AUDIO_TS folder .So typically you don't need to worry about doing anything with it,[jy2] 'cause it is supposed to be included on video DVDs to help out with compatibility on a few older players.
Okay, here we go. Actually I got this: a VIDEO_TS folder containing VTS_01_1.VOB, VTS_01_2.VOB, VTS_01_3.VOB, VTS_01_4.VOB, VIDEO_TS.BUP, VIDEO_TS.IFO, VIDEO_TS_01_0.BUP, VIDEO_TS_01_0.IFO. Then how do I burn this to a watchable[jy3] DVD with all of the menus and stuff in place? I once tried to import the vob files into Windows Movie Maker, and it said the vob file is not a supported file type.
I have googled dvd copy software and found many this kind of software work. Anyway, I finally got ImTOO DVD Copy Express to solve this problem. I really like this not because of [jy4]its feature set, but its ease, quality of copy and stability. Not huge but enough features, and simple to operate, fit pretty well for novices. And of course, not very expensive especially to me (I'm working to a budget).
It's simple[jy6] to burn a DVD with this software. Run ImTOO DVD Copy Express, load DVD Folder (VIDEO_TS folder) and tell it to create a DVD-Video (select the target). The standard[jy7] settings are OK, the only thing you may need to do is give the DVD an appropriate volume name. And if there's no enough space in you disc, you may choose to copy main movie only but not the full disc with the extras, ads, etc. removed,[jy8] select the audio track and subtitle for your target DVD movie (all audio tracks and subtitles will be copied by default). Now insert a blank disc, hit the copy button and create the DVD.
By the way, only having the VOB files may not create a normal DVD without the accompanying IFO, BUP files or if you have damaged IFO or BUP files[jy9]. You may download a program that can analyze all of the VOB files in directory and create the necessary IFO and BUP files, and burn your DVDs. Or you may convert the VOB files to other video formats, and then use DVD creator software to burn them to DVD.
